A million for gender equality – budgeting with equality indicators


As part of University of Graz’s general indicator-driven budgeting process, around one million euros are allocated via gender equality indicators.

Relation to gender equality targets

Gender budgeting is explicitly included in both the performance agreement (2010-12, 2013-15, 2016-18) and the Development Plan (2010-15, 2016-18). In 2014, the University of Graz adopted gender equality as a budgeting principle. It is a key component in all planning and budgeting processes. Between 2006 and 2011 the federal ministry calculated budgets on the basis of pre-determined indicators, including gender equality indicators; this was no longer the case after a realignment in 2012. The University of Graz continues to use such equality indicators internally to distribute a portion of the budget.

Description of the tool

Using an indicator-driven budget, approximately one million euros is allocated to faculties at the University of Graz via gender equality indicators. The indicators are: the proportion of women among new hires, those who hold chairs, those awarded the habilitation distinction, and positions subject to qualification agreements as well as the extent of gender-studies hours amongst the courses available. Thereby common indicators of representation are augmented by gender research/gender studies. Funds are distributed to the faculties after having been calculated for the various scientific branches.

How the tool works, practical experience

In budget decisions and budget conversations with the respective deans’ offices gender equality indicators and indicators related to research and teaching receive equal consideration. The “equality million” is presented annually at an event to further distribute the incentive scheme; increasing transparency in how budgets are set and raising awareness concerning equality targets.
